Unification Subcommittees' mission statement:
Each subcommittee will plan and organize a study and evaluation of a specifically defined governmental function, including opportunities and challenges to consolidation, and recommend a plan that would result in the unification of the two governments' resources into one governing body.
The Steering Committee and the governing bodies appointed these three Unification Subcommittees to continue throughout the project.

The second phase of the The Winchester-Frederick County Virginia Unification Discussion has been completed.
The four subcommittees conducted meetings to determine how the respective departments would operate as a unified department.
Updates of their proposals were presented at a series of public meetings in September, 2007.
The attendance was very poor with a total of approximately 30 citizens attending all four meetings.
The meetings were promoted by way of the website, newspapers, radio, television, civic clubs, and word of mouth.
We are open to suggestions as to how to get the attention of the 90 some thousand citizens that will be affected by this project.
