Sec. 15.2-3529
The governing bodies of jurisdictions interested in governmental consolidation may, with the assistance of advisory committees, negotiate for the development of a consolidation agreement for their respective localities.

The Steering Committee was appointed by the two governing bodies --
the Winchester Common Council and the Frederick County Board of Supervisors

A Frederick County/City of Winchester "Consolidation Steering Committee" has been established and appointed to oversee the study (by sub-committees) of more efficient and effective deliveries of local government services to the citizens of Frederick County and the City of Winchester through consolidation of the respective local governments or parts thereof.
