The City and The County
The City of Winchester is an independent city located completely within the boundaries of the County of Frederick.
Winchester and Frederick County each provide valuable services to their consituents. The services provided are in many cases mandated by state law and differ only in the local choice of delivery.

Inconsistent Services
Parks and Recreation, Fire and Rescue, and Social Services are examples of services that should know no municipal boundaries. The cost, logistics, and inconsistency of having separate govenmental services have been the impetus that has brought the officials and citizenry of Winchester and Frederick County into talks to explore how governmental services could be unified. Unification of services has the potential of providing consistent and improved services for all the citizens of Winchester and Frederick County.

Recognized Leaders
Ted McCormack, Associate Director of Virginia's Commission on Local Government, providing the orientation at the beginning of the Consolidation Project for the Steering Committee and the Sub-Committee Chairmen commended Winchester and Frederick County for their past experience in joint and regional projects. He emphasized Virginia's recognition of the success of Winchester and Frederick County cooperation.

Years of Cooperation
Winchester and Frederick County have been working together steadily and successfully since 1980 and have been leaders for Virginia in successful functional consolidations.
